Very little of the spam is connected to viagra. Much of it is dense prose, written in Cyrillic script.

I've not encountered this sort of stuff anywhere else, and it seems improbable that someone from Russia would try and spam an English site in an alphabet that isn't based on Latin, because they want to sell stuff.

I don't think he, or the Russian Gov, cares about any one site per se. It's very possibly however that a department exists that trawls the web looking for unsympathetic sites in order to spam them and otherwise disrupt them. If ours is one of them, then it is undoubtedly just one of very many.
